Chapter 16 - The Man Behind the Curtain
The footage showed a stranger entering Richard's private safe room using a service code. He carried a document case and wore a baseball cap. When he looked up, Tessa gasped.
"That's my aunt's old supervisor. Peter Knox."
Knox now managed compliance for a city redevelopment agency. He had approved several recent Harbor Lantern projects, including a proposed renovation of the waterfront school.
Maya arranged to deliver the footage to the corruption investigators. Knox's bank records revealed payments from offshore accounts linked to fraudulent material suppliers. Richard had not acted alone. The scheme survived because officials helped hide it.
"This wasn't one bad contractor," Tessa said.
"No," Maya replied. "And we won't claim every project is unsafe until engineers inspect them."
The city ordered independent structural reviews of the buildings identified in Daniel's notes. One elementary school closed temporarily when inspectors found serious deficiencies in a gym support beam. Parents were furious. A teacher stood outside holding a sign that read CHILDREN ARE NOT A LINE ITEM.
Ethan read the inspection summary with shaking hands. His father had tried to stop that exact kind of danger.
Knox disappeared before agents could serve a warrant. His car was found near the airport; his phone had been left inside.
Then Maya discovered a deed filed the morning of the wedding. It attempted to transfer Mercer family shares to Harbor Lantern using Ethan's signature and a witness certification from Knox.
"Claire said she never filed it," Ethan said.
"She may have told the truth," Maya answered. "Someone filed it without her."
The state had not accepted the transfer because the corporate register showed a conflicting ownership claim. A hearing was scheduled.
That night, a package arrived at Ethan's door. Inside was Daniel's old hard hat, scratched and blackened by smoke.
