Chapter 14 - What Derek Signed

I found Voss sitting outside the investigative office, staring at the floor. I dropped a photocopy of the log on the bench beside him.

"Tell me what those initials mean."

He didn't ask how I'd obtained it. "I was the relay operator," he said. "Price told me to confirm the hold. I entered the acknowledgment."

"You knew Owen was calling for help."

"I heard him."

The words landed harder than the explosion ever had. For two years I had thought Voss was covering up a lie told afterward. Now I knew he'd been one of the men who allowed it to happen.

"Why didn't you override it?" I demanded.

"I told myself another officer would. I told myself the route really was dangerous. I kept waiting for somebody more important to do the right thing."

"And while you waited, my brother died."

Voss bowed his head. "Yes."

I wanted to throw my crutch at him. Instead I sat down, because my leg was shaking and I wouldn't give him the satisfaction of seeing me fall.

"When you testify," I said, "don't tell them you had no choice. Tell them you chose wrong."

"I will."

Grant entered with a new document. She had secured an independent forensic copy of the communications console. A missing dispatch fragment recorded Voss requesting confirmation: "Medical team reports one conscious casualty. Do we proceed?"

Then Price's voice answered: "Negative. Hold until Northline clears the rear vehicle. Cargo priority remains in effect."

There it was. No ambiguity. No grieving sister's confused memory. A commander had weighed a living soldier against stolen goods and ordered everyone to wait.

Grant added, "Voss has agreed to a sworn statement and to surrender his personal communications archive. His cooperation doesn't erase his responsibility."

"Good," I said. "I don't want it erased."

She was about to leave when her phone rang. She listened without speaking, then told us Quinn had been found at a roadside motel nearly a hundred miles away. She was alive, injured, and asking for a lawyer.

Before the call ended, another investigator shouted in the background. The motel fire alarm had started screaming.
