Chapter 11 - The Price of Silence

Mara insisted Nina report the threat immediately. Nina resisted for almost a minute, terrified that involving police would make her sister a target. Then she called her family while Mara stood beside her.

“My sister is staying with our aunt tonight,” Nina said after hanging up. “My mom's furious. She wants me to drop everything.”

“She's scared,” Mara replied.

“So am I.”

“That doesn't make your evidence less important.”

They contacted the appropriate investigators, turned over the message, and arranged for Nina to provide her recording directly. Mara stayed out of the transfer itself.

That afternoon, Peter Hale's attorney obtained a short delay to review newly identified records. Peter met Mara outside the hearing room, thin and exhausted, his uniform pressed so sharply it almost hurt to look at.

“I never took that equipment,” he said.

“I believe you. More important, there may be records that prove it.”

“People already think I'm a thief.”

“Then we're going to insist on facts.”

Peter laughed without humor. “You sound like my dad.”

“Your dad sounds like a stubborn man.”

“He is.” Peter swallowed. “He still feels guilty about the rescue.”

“Why?”

“Because he stopped to help, and the officers who drove past him got medals.”

The words hung in the hallway.

That night, Owen called from a clinic waiting room. A veterans service officer had reviewed his paperwork and found signs that Harbor Shield had falsely implied it could control government decisions.

“They can't make the VA decide my case,” Owen said, furious. “They acted like my future belonged to them.”

“I know.”

“And I'm not the only one.”

He had met a widower, a retired mechanic, and a former corpsman who described similar payments.

“Don't gather personal documents for me,” Mara told him. “Give them the number for the consumer-protection office or the investigators if they want to report their experiences.”

Owen was quiet. “You really think this can stop?”

“I think people can stop helping it continue.”

A knock came at Mara's barracks door.
