Chapter 13 - What Their Mother Built

Mara hung up and stood at Rebecca's window until the city stopped swimming before her eyes.
“Our mother was a bookkeeper,” she said. “She worked nights. She packed lunches in the morning. She didn't run a criminal operation.”
“Maybe she helped create the system before it was criminal,” Rebecca said. “We need the original records.”
They searched the BRIDGE archive by Helen Bennett's employee number. An old internal memo explained the program: a community-safety fund designed to track emergency assistance, confidential informants, and seized assets. Helen had helped design the financial safeguards to keep money from disappearing between agencies.
Two years later, Victor's foundation took over the accounting. The safeguards remained on paper. The audit controls were quietly disabled.
A recording preserved Helen arguing with a younger Victor.
“You're turning a safety net into a weapon,” she said.
Victor's voice answered, smooth and almost amused. “Every system needs people to decide who deserves help.”
“No. Every system needs people who can't make that decision alone.”
The recording ended with a door slamming.
Mara sat down. “She was trying to stop it.”
“And that made her dangerous,” Rebecca said.
Lena called again, this time from a number Rebecca had verified through a federal investigator. She had escaped after being held in an abandoned security office near the waterfront, with help from a maintenance worker who saw she was in danger.
“I have an address,” Lena said. “Price is moving boxes from a warehouse on Pier Forty-Two. Victor's foundation rents the place.”
“You should go to federal authorities,” Rebecca said.
“I did. A team is assembling, but somebody tipped Price. They've got maybe ninety minutes.”
Mara looked at the photo of her mother on the desk. “I know how to make Victor show himself.”
Daniel stood. “No.”
“You don't get to decide that.”
“Mara, he almost killed you.”
“And he's counting on me being too scared to ask questions.”
She called Victor using Rebecca's recorded line. His answer was immediate.
“I've been expecting you, sweetheart.”
“I have the card. I'll give it to you at the pier.”
Victor laughed once. “Bring it alone.”

Then he said the one thing that made Mara's knees weaken.
“I'll let you see your brother.”
