Chapter 11 - The Brake Report

Celeste did not sleep.
At six in the morning, she drove herself to the county records office and requested the full accident file from her mother’s death.
The official report blamed wet pavement and excessive speed.
But buried in the attachments was a mechanic’s note that had never appeared in the media summary:
REAR BRAKE LINE SHOWED UNUSUAL TOOL MARKS. POSSIBLE PRIOR TAMPERING CANNOT BE RULED OUT.
Celeste read the sentence five times.
Then she called Naomi.
Rosa was released that afternoon after her lawyer showed the police metadata proving the email from Miguel’s account had originated from a server leased by a Whitmore Development contractor.
No apology came with the release.
Rosa walked out exhausted, angry, and more determined than before.
Celeste waited on the steps.
“I found the brake report.”
Rosa closed her eyes.
“So she knew,” Celeste said. “She knew something bad might happen.”
“She was scared.”
“Why didn’t she go to the police?”
“She said your father had friends everywhere.”
Celeste looked sick.
Naomi joined them carrying coffee and a laptop. “I found something else.”
She opened a map of Mercer Market.
“Whitmore Development didn’t just buy buildings. They created shell companies, then bought debt from old vendors. When people fell behind, the shell companies forced them out.”
Rosa pointed at one name. “Mercer Holdings Two.”
Naomi nodded. “Registered to Brent Cole’s brother-in-law.”
Celeste whispered, “My father’s security chief.”
“Exactly.”
Rosa looked at the pattern. “How many families?”
“Twenty-seven businesses. Maybe more.”
Celeste stared at the screen, then at the courthouse across the street.
“I’m going to testify.”
“About what?” Rosa asked.
“Everything I know.”
Her phone buzzed.
A photograph appeared from an unknown number.
It showed Rosa’s adult son, Mateo, leaving his construction job that morning.
