Chapter 14 - The False Alarm

The sky was still charcoal when the first buses reached the reservoir. Volunteers unfolded chairs. A school choir lined up beneath a banner honoring fallen service members. Parents smiled into phone cameras, unaware that someone had turned their grief into a prop.

Bell arrived in a polished staff car, shook hands with a local mayor, and posed beside a stone bearing the Ridgeway names. Thomas Rourke's name stood fourth.

From the overlook, Rourke watched with binoculars. "He touches that stone like it's his."

Mara saw Lily through an upper plant window. A green sleeve, a flash of brown hair, then nothing. She gripped the railing until her fingers hurt.

Ortiz assigned separate jobs. Rachel would contact verified responders through the county's backup channel. Finch would preserve any forged announcements. Torres would keep Ranger away from the crowd, preventing the dog from becoming Bell's staged threat. Rourke would help identify plant access points. Mara would stay where Lily could see her only when it was safe.

Cole objected to being left with the evidence copies. "I can do more than hold a bag."

"You are holding the reason this doesn't vanish," Ortiz said. "That's the job that matters."

At 5:31, the main loudspeaker announced an unscheduled security drill. Rourke knew Bell's voice. Even calm, it made his hands curl.

"Ladies and gentlemen," Bell said from the dais, "for everyone's safety, please remain in the designated seating area."

A false emergency alert arrived on Finch's isolated receiver. It claimed an explosive threat had been detected by a military working dog. The message carried Rourke's stolen authentication stamp.

"There it is," Finch said. "He's using your identity again."

Ortiz sent the original and forgery to an independent recorder as responders quietly opened a clear exit for the crowd.

Then an officer at the plant noticed the movement. He spoke into his radio and pointed toward the upper window.

A mechanical rumble shook the spillway. Beyond the glass, Lily began pounding both fists against a locked door.

The floodgate was opening early.
