Chapter 1 - The Sound of a Cap Hitting Tile

The man in the navy polo slapped Captain Mara Ellis so hard her patrol cap flew across the Army cafeteria.

Thirty-seven soldiers saw it happen. Not one moved.

The cap struck the white tile, bounced once, and stopped beside Mara's tan boot. Somewhere behind the stainless-steel serving line, a cook dropped a spoon. It rang like a bell.

"Pick it up," the man said, smiling.

It was not the pain that made Mara angry. It was the practiced ease of the man who had done it, the assumption that a roomful of people would accept whatever version he announced afterward. She knew that look from places far more dangerous than a cafeteria.

Mara kept her hands at her sides. Her left cheek burned; the old injury beneath her ribs hurt worse. She had spent fourteen hours moving wounded soldiers after a storm destroyed the road to Fort Avery. All she wanted was coffee, a dry uniform, and twenty minutes to sit down.

The man stepped closer. His shirt bore the embroidered seal of the Fort Avery Civilian Oversight Office. His name was Victor Hale. His authority, according to the laminated badge hanging from his belt, extended to cafeteria access and vendor safety.

"Didn't you hear me, Captain? I said pick it up."

"I heard you, Mr. Hale."

"Then show some respect."

Mara glanced at Sergeant First Class Daniel Ruiz near the double doors. He was staring at the floor, furious and carefully still. The other soldiers had been ordered to stand as witnesses to an inspection. They had not expected an assault.

"You struck a uniformed officer," Mara said quietly. "There are cameras."

Victor laughed. "The cameras belong to the installation. And the installation has a problem with people like you."

He reached into his pocket and raised a black phone, angling the screen away from her. For a second she saw a message across its glass: CONFIRM CAPTAIN ELLIS IS PRESENT.

He was not checking the time. He was reporting her location.

Mara looked down at the cap without bending to retrieve it. "Who sent you?"

The smile faded from his mouth but not his eyes. His thumb tapped SEND.

Then every phone in the cafeteria lit up at once, and a new order flashed across the installation alert system:

CAPTAIN MARA ELLIS—DETAIN IMMEDIATELY.
