Chapter 17 - The Choice Mercer Made

Hale's attorney provided an email recovered from an old archive. It was addressed to Mercer before the convoy departed: EQUIPMENT STATUS UNSATISFACTORY. DELAY MOVEMENT UNTIL REINSPECTION. A later message from Mercer read, MOVEMENT WILL PROCEED AS DIRECTED.

The exchange was verified against server records. It did not answer every question, but it closed one escape route. Mercer had received a warning and allowed the convoy to move.

Investigators also found messages suggesting Hale's office pressured officers to keep the transportation schedule unchanged to satisfy a contractor's payment milestone. Whether that pressure amounted to criminal conduct remained for the legal process.

Emily stared at the timeline in Lena's office. "They had the warning. They had the time to stop."

"Yes," Lena said. "And that's why every decision matters."

The findings were referred to the appropriate military and civilian authorities. Mercer was relieved of his current duties pending proceedings; Hale faced a separate investigation into procurement conduct. Emily resisted the urge to celebrate. Men were accused, not yet convicted, and she would not let the truth become another ceremony staged for applause.

Price requested a meeting with Ruth. She accepted in a room with counsel and an investigator present.

"I can't ask you to forgive me," Price said.

"Good," Ruth answered. "Because I wasn't going to."

He gave her a copy of Daniel's final unsent letter, found among archived effects. In it Daniel wrote about Emily learning to ride a bicycle. He said he feared the world would teach her to be hard when what he wanted was for her to be brave and kind at the same time.

Ruth read the letter twice. Then she folded it into her purse without another word.

That night Emily opened the envelope that had held the forged complaint. Under the lifted flap, faint writing showed through: a case number and the words SECOND WITNESS.

Someone had tried to hide a witness inside the very accusation meant to silence her.
