Chapter 13 - A Dead Man's NumberThe ringing phone was eleven years old, its battery replaced recently. Ortiz let it stop, documented the screen, and sought judicial authorization to examine its contents.

Arthur's recorded voice had the same slight rasp Blair remembered from winter mornings when he called her downstairs for pancakes. She almost asked Ortiz to play the message again, then stopped herself. He had recorded it believing he might never get to explain himself face-to-face. There was no perfect goodbye hidden in the file, only a frightened father trying to make sure facts survived him. Corinne reached for Blair's hand. Neither said the easy things people say at funerals. They listened to the radiator clicking and let the silence hold what words could not.

By evening, investigators found a string of unsent draft texts from Arthur. One read: If I don't make it home, Nolan knows Brooks. Do not trust the bridge report.

The number that called belonged to a disposable phone activated near the storage facility earlier that day. Its location trail ended at a bus depot.

Blair wanted to see the memory card from the clock, but Ortiz kept evidence inside the case process. Instead, she shared a summary: scanned drawings, payment records, and a video Arthur had recorded in his office.

In the video, Arthur looked tired but determined.

"Blair, if you're watching this, I'm sorry I made the truth your burden. I trusted people because I wanted to believe good work still mattered. The bridge didn't fail because of a storm. Its supports were changed on paper. Someone made money by leaving families in danger."

Blair put a hand over her mouth.

Arthur continued, "I think Nolan is close to the people doing it. I cannot prove what role he plays. Ask Miriam to give the records to a prosecutor. Please don't confront anyone alone."

The screen went dark. Corinne wept quietly beside Blair.

Then Ortiz played a second file: a short security clip from the storage unit. It showed Peter Vickers alive, limping, loading boxes into a van with another man.

The other man turned toward the camera.

Blair recognized him immediately. It was Dexter Brooks, the official who had once promised Arthur protection.
