Chapter 16 - The Name Under the BridgeElise's information sent investigators back through the bridge contract. Peter had managed invoices. Brooks had diverted oversight. But someone had approved the substitution of cheaper steel after warnings from engineers.

The veteran foundation had been one of Nolan's favorite talking points at parties. He would introduce Blair as 'our military hero' and make her stand beside oversized checks. She had disliked the spectacle but told herself the money helped families. Now she wondered how many donors had trusted the image of a husband supporting his wife. Shah warned her not to assume every program was fraudulent. Some families had received real housing assistance, and their needs would not disappear because Nolan had misused the charity. Blair asked Dana to help connect legitimate beneficiaries with independent nonprofit support while investigators examined the accounts.
That signature belonged to Vincent Hale, now a prominent developer with city contracts across northern Virginia.
Hale had also contributed heavily to a nonprofit Nolan operated, a foundation supposedly devoted to veteran housing.
"He used your service in his fundraising brochures," Dana said when Blair showed her the records. "All those photos of you at charity dinners."
Blair remembered refusing to be a spokesperson. Nolan had reassured her the images were harmless.
Shah traced the foundation's spending through audited accounts. More than a million dollars had flowed to shell vendors tied to Hale's properties. Investigators began separating legitimate donations from suspicious transfers.
At her kitchen table, Corinne opened an old recipe box and produced a faded envelope Arthur had hidden beneath index cards. "I was afraid to open it," she said. "It was the last thing he put here."
Inside was a handwritten map to the pedestrian bridge and a list of inspection dates. One date was circled in red: MAY 4, 2015 — LOAD TEST MOVED.
Below it Arthur had written: ASK WHO ORDERED THE SCHOOL WALK CANCELLED.
A school had planned to send hundreds of children across the bridge that morning. The walk was canceled, officially because of rain, just before engineers discovered structural damage.
Blair understood the new question immediately.

If Hale had known the bridge was unsafe, why had he canceled the children's walk but left the bridge open to everyone else?
