Chapter 13 - The Voice in the Static

Mara listened to the file once, then told June to play it again.

Static filled the room. A dispatcher asked for an address. Somewhere beneath the noise was a teenage boy trying not to panic.

"We're on a shuttle," he said. "The driver says the brakes aren't working. We're near Harbor Bridge. Please hurry."

Owen.

Mara put her hand over her mouth. She hadn't heard his voice in three years. It was deeper than she remembered, but the words came fast, just as they always had when he was nervous.

The dispatcher told him to stay calm. There was a scraping sound, someone shouting in the background, then Owen again.

"My sister's here. Her name's Mara Quinn. She's helping people sit down. Tell the ambulance to look for her."

The recording clicked and hissed. Owen called out, "Mara, get down!" Then the file ended.

June stopped playback. No one spoke for a long time.

"How did they get this?" Teresa finally asked.

Nina had the answer the next morning. The 911 call had been logged under a wrong vehicle number and marked as a duplicate of a traffic complaint. A former emergency dispatcher had kept a personal copy after questioning the classification. He'd died the previous year, and his daughter had found the audio while clearing his files.

"She was afraid the police would lose it again," Nina said. "That's why she sent it anonymously. She's ready to testify now."

"Why didn't a rescue team get there sooner?" Mara asked.

Nina brought up the incident timeline. The first ambulance was sent miles away, toward the western entrance. A private Voss dispatcher had supplied the location and insisted the call was a minor breakdown.

Teresa read the record, her face tightening. "They sent help the wrong way?"

"For eleven minutes," Nina said.

Mara remembered the cold under the wreckage. The pain. The endless sound of water dripping through broken glass. Eleven minutes in which Owen might still have been breathing.

June leaned toward the screen. "Who made the call that changed the ambulance route?"

Nina opened the attached dispatch authorization. One name appeared above the word APPROVED.

VICTOR VOSS.
