Chapter 13 - Nora Bell

The discovery changed the tone from administrative scandal to criminal investigation.
Ben wanted Clara out of the building.
This time no one argued.
Margaret Reed arrived fifteen minutes later and held Clara so tightly the child squeaked.
"Grandma, I can breathe."
Margaret loosened her arms without letting go.
Then she looked at Ben.
"Tell me."
He told her enough.
Not everything.
Not yet.
Clara tugged his sleeve. "Are you coming home?"
"As soon as I finish giving my statement."
She looked at Scout.
"Can Scout come with me?"
Ben almost said no automatically. Scout was a military working dog, not a pet. But the handler supervising their training visit had already authorized downtime, and the district police had no need for him.
Ben knelt beside Clara.
"He can ride with Grandma if you follow the rules."
She nodded solemnly.
Scout left with her.
Only after the car disappeared did Ben realize how empty the school felt without them.
Inside, Detective Cole received an update from officers at the archive center.
Nora Bell had been found.
Alive.
She was hiding in a storage room.
The blood on the car door came from a cut on her palm.
She had broken a window to get inside after discovering her access card no longer worked.
"Why was she there before seven in the morning?" Dr. Voss asked.
Cole put the call on speaker.
Nora's voice came through shaky and breathless.
"Because Martin told me the district audit had started. He said if I didn't destroy the old authorization forms, we'd both go to prison."
Keene's face emptied.
Nora continued.
"I went there. I was going to do it. Then I saw the files he wanted destroyed. They weren't donation records. They were custody documents. Military deployment forms. Emergency contacts."
Ben leaned closer to the phone.
"Why those families?"
Nora began to cry.
"Because Martin was selling access."
Nobody spoke.
"Access to what?" Cole asked.
"Parents. Addresses. Deployment schedules. Which homes had one adult away. Which grandparents had temporary custody. He said it was for financial planning leads."
Ben felt every muscle in his body tighten.
May you like
Nora's next sentence made the room colder.
"But one of the buyers wasn't a financial planner."
